Agricultural Governance is a core pillar of PFAG’s work aimed at promoting inclusive, accountable, and farmer-centered agricultural policies and investments in Ghana. Through advocacy, policy engagement, research, stakeholder dialogue, and strategic partnerships, PFAG works to ensure that the voices of smallholder farmers influence decisions that affect food security, climate resilience, irrigation development, input accessibility, and agricultural transformation.

With support from partners such as OXFAM and the International Budget Partnership (IBP), PFAG has implemented initiatives that strengthen agricultural governance, improve access to subsidized inputs, promote climate justice, monitor government flagship programmes, and advocate for increased investments in irrigation and agricultural infrastructure. These interventions have contributed to policy reforms, enhanced stakeholder collaboration, and improved opportunities for smallholder farmers across Ghana.

Objective

To contribute to improvement in irrigation development and transportation of food and agro-inputs in Ghana 

Project Summary

  • Under the OXFAM Just Economy Program, PFAG undertook the following activities to alleviate the plight of the small holder farmer. These were

    1. Monitoring the implementation of selected dams constructed in the Upper East Region under the One Village One Dam initiative and producing a report to highlight the gaps and proposals to improve the initiative for consideration
    2. Engagement of key policy actors including the Ghana Irrigation Development Authority (GIDA), the Ministry of Finance and Economic Planning and the Ministry of Food and Agriculture (MOFA) for prioritization and investment in irrigation and other agricultural infrastructure in the 2023 budget
    3. Partner with the Ghana Police Service (GPS) and the Ghana Road Safety Authority (GRSA) to develop guidelines and road safety information for sensitizing road users and police personnel to ensure the smooth transportation of agro-inputs and produce across major highways in Ghana

Major outcomes

The major outcomes harvested within the year are as follows

  1. PFAG and the Ghana Irrigation Development Authority (GIDA) have committed to developing a working relationship and began the process of drafting Memorandum of Understanding to foster a cordial working relationship.
  2. Guidelines containing simplified information on road and traffic regulations developed and disseminated to stakeholders.
  3. Government extended an invitation to PFAG for further discussion on the One Village- One Dam research report.
  4. Some dams, under the 1V1D project, received facelift after PFAG’s campaign whiles the GIDA has been properly mandated to take over the construction of the dams under the 1V1D initiative.
